About Frank Jacobs

Business Manager Frank Jacobs has spent the last 33 of his 42-year career in service to our Brotherhood. Beginning as a COMET instructor in 1991, he joined the Joint Apprenticeship Training Committee in 1993. While serving on the Committee he was recommended for the Office of Recording Secretary and sworn in on September 25, 1998.

During his ten years as our Recording Secretary, Brother Jacobs worked closely with two Financial Secretaries and four Treasurers. A fourth-generation member whose deep IBEW roots include a charter member of Local 1, Brother Jacobs now holds the same office once held by his grandfather, Frank W. Jacobs, the 11th District's first International Vice President.

Assuming Office during unprecedented unemployment levels, Brother Jacobs hit the ground running, focusing on easing the economic strain felt by our unemployed and underemployed members. This focus led to several firsts for Local 1, a tribute to his innovative approach to problem solving.

About Steve Muehling

Brother Muehling's path into the IBEW began while working for the City of Florissant, where he crossed paths with two KayBee Electric electricians who encouraged him to apply for the apprenticeship. He took their advice — and the rest, as he puts it, is history. Initiated on March 18, 1987, Steve has built a 39-year career defined by hands-on craft work, leadership, and a deep commitment to the membership.

During his time in the field, Brother Muehling took on his first steward role in 1992 on a Target remodel at Stiarwalt Electric. Over the decades he worked landmark jobs across the region with GECO, including a 13-story high-rise in Clayton, a large data center core-and-shell at Missouri Research Park, Mills Mall, and two plant shutdowns at General Motors' Wentzville facility.

His transition into full-time leadership came in 2011 when he was appointed Business Representative — a role he held for nearly 15 years. During that time he served as a Trustee of the Apprenticeship & Training, Holiday & Vacation, and Health & Welfare funds, and represented Local 1 as a Delegate to both the St. Louis Building Trades and North American Building Trades. He was sworn in as Financial Secretary in February 2026.

Accomplishments in Office

• Part of the IBEW Local 1 Labor Management Committee for four consecutive Inside Agreement negotiations — successfully restoring lost wages and benefits each cycle, with the most recent contract delivering the highest wage increases in Local 1 history.
• Invited by the Missouri Works Initiative Program to participate in new class orientations, answering questions and guiding potential apprenticeship candidates toward a career in the IBEW.

About Mike Sabath

Brother Sabath came to the IBEW from CWA, where he had been working as a technician. Recognizing that the IBEW offered better opportunities and a better way of life, he made the move — and was initiated as a Communications Journeyman Technician on April 7, 1999. In the 27 years since, he has built an impressive record both on the job and in service to the membership.

During his time in the field, Mike has worked his way through every level of field leadership — lead man, foreman, general foreman — while also serving as steward and shop steward on dozens of job sites. His resume includes some of the most recognizable projects in the St. Louis region: the TWA Dome, St. Louis Public Schools, Busch Stadium 3, Enterprise Center smoke control and fire alarm installations, the Saint Louis Aquarium, and Parkview Tower at BJC. He currently works as a foreman and general foreman at Archkey/Sachs.

Since 2005, Brother Sabath has also served as an instructor at the NECA EJATC for IBEW Local 1, attending NTI twice in that capacity and earning certifications in structured cabling and access control. He has been a member of the Communications Negotiating Committee since 2017 and joined the Bylaws Committee in 2025.

Why He's Running

Brother Sabath sees the Executive Board as a direct extension of the advocacy he has practiced throughout his career. Through his years as a negotiator, shop steward, steward, foreman, and instructor, he has developed a close connection with the membership across the communications division — and he wants to put that experience to work at the board level.

"I believe that our Local is a family. As a family we should take care of each other the best we can. Local 1 always takes the lead — whether on the job site or in the community — when tasks need to be accomplished. That makes me very proud to be a member of IBEW Local 1."

About Bill Clements

Bill Clements joined IBEW Local 1 in 2017 as a second-generation electrician, proudly following in the footsteps of his father, godfather, and older brothers. Their commitment to organized labor gave Bill both a model and a mission — and he arrived carrying a strong family tradition rooted in quality craftsmanship, solidarity, and service.

His early involvement was shaped by the fight against Right-to-Work, which sparked a lasting commitment to union engagement and advocacy. As a young apprentice, Bill was elected President of the Social Club — and immediately put that platform to work. With the guidance of Business Manager Frank Jacobs, he helped launch the inaugural RENEW Trivia Night in 2020. That first event raised $27,000 for the Relief Committee. Now in its seventh consecutive year, the event consistently raises over $20,000 annually for the membership, with Bill serving as one of the two MCs. He has also volunteered his time for RENEW events at IBEW Local 309 and benefit trivia nights held to support members' families in need.

Beyond the trivia night, Bill has taken on a steady stream of leadership roles throughout the union and community. He serves on the St. Louis County Electrical Code Review Panel, acts as Secretary of the IBEW Local 1 Voluntary Fund, and holds the position of Sergeant-at-Arms at the union hall. In the field, he has served as a Foreman, Steward, and Shop Steward — consistently standing up for his fellow members, no matter how difficult the situation.

About Leslie Lorenzini

Sister Lorenzini was initiated on October 30, 1993, and completed the Inside Apprenticeship Program in 1999 — a year that proved to be a pivotal one. She came to the trade through a chance conversation: while working at Ralston Purina, she crossed paths with a maintenance electrician who told her about the apprenticeship. She applied, was accepted, and never looked back.

In the months following her graduation, Sister Lorenzini served as an election teller, was appointed steward of record for a large Anheuser-Busch project, attended the inaugural IBEW Women's Conference as a Delegate, and joined the JATC teaching staff as a night school instructor — all in a single year. For Sister Lorenzini, teaching has always been a labor of love. She donated her evenings over the next six years instructing members in welding and conduit-bending before stepping away to spend more time with her family. After earning her OSHA 500 certification, she rejoined the night school staff in 2022 as an OSHA instructor and remains on that staff today.

Throughout her career, Sister Lorenzini has served as a steward, foreman, and general foreman on job sites across the region, logging more than 10 steward appointments — including notable stints at Anheuser-Busch in 1998 and Merchandise Mart apartments in 2002. She served on the Examining Board from 2023 to 2024, was sworn in as Treasurer of IBEW Local 1 in January 2024, and has since been active as a delegate at national conferences representing women and minority workers in the electrical industry.

Sister Lorenzini has stepped up whenever the IBEW has needed her. She understands that representation matters — for her fellow women in the trades and for every member she serves — and she brings that same commitment to the Treasurer's office.

Accomplishments in Office

Sister Lorenzini was sworn in as Treasurer of IBEW Local 1 in January 2024. She has served the membership with the same dedication she has brought to every role throughout her 32-year career — as steward, instructor, examining board officer, and now as a principal officer of the Local.

About Scott Burns

Scott Burns was born and raised in North St. Louis County. Before entering the electrical trade, he served his country as an Electrician aboard U.S. Navy Submarines — a discipline that demands precision, accountability, and absolute trust in the crew around you.

A proud third-generation member, Scott has been part of the IBEW Local 1 Brotherhood for 30 years. During his time in the field he has served as Steward, Foreman, and General Foreman — roles that reflect both deep technical experience and a lasting commitment to the members beside him on the job.

Representing Local 1 as a Convention Delegate to the 41st IBEW Convention, Scott brings a lifetime of union values passed down through family, sharpened by military service, and proven across three decades in the trade.

About Bill Egan

Bill Egan first applied to the IBEW apprenticeship in 1992, right out of high school. He had to wait — his interview didn't come until December 1995 — so in the meantime he earned a Business Administration degree from the University of Missouri-St. Louis. When the call finally came, he answered it. Bill began the Inside Apprenticeship on January 15, 1996, and was initiated in September 1996 as a third-generation member of IBEW Local 1.

During his time in the field, Bill built a career as a Foreman, General Foreman, and Steward across some of the most demanding job sites in the region. He served as Steward on major NMA projects for GM, Chrysler, Ford, Anheuser-Busch, and Ameren — on and off — for more than two decades. A standout job early in his career was being part of the crew that built the Mr. Freeze roller coaster at Six Flags as an apprentice. For the past 25 years, he has concentrated on the new construction and remodeling of data centers across the area.

Bill has logged more than 20 steward appointments over his 30-year career and served as an Election Teller for IBEW Local 1 elections in 2005 and 2008. He is a current member of the Tri-County Labor Club and a former member of the North County Labor Club, and he has been an active voice for labor on ballot initiatives — most recently helping collect signatures to defeat Prop A and the Respect MO Voters initiative.

About Bobby Schneider

Bobby Schneider grew up in a family of IBEW members spanning three generations. Joining the Brotherhood was a goal from early on — and on April 23, 1991, he made it official as a Journeyman Wireman with IBEW Local 1. More than 35 years later, he describes the union as a family, and living out this career as his dream job.

During his time in the field, Bobby built his career working commercial projects and a wide range of industrial jobs, primarily serving as Job Steward and Assistant Job Steward. He has held steward responsibilities on 20 different projects and holds certifications in COMET training and the Steward class. In 2025 he was appointed to the Examining Board, where he now serves as an incumbent candidate.

Bobby finds particular satisfaction in administering exams to members and watching them succeed. His passion for mentorship — teaching younger members the right way to do their job and standing up for all members on the job — has been a constant throughout his career.
